Since 2009 the Ministry of Health of the Russian Federation within the national project “Zdorovie” (Health) has been realizing the National oncology program aimed at improvement of organization of oncology patients’ health care.

The program purpose is to qualitatively transform the system of rendering primary and specialized, including hi-tech, medical care; to strengthen a role of primary medical and sanitary segment for early detection of malignant neoplasms and to increase professionalism of health workers.

The analysis of results of activities of general medical institutions with regard to active identification of malignant neoplasms shows that there was no essential change in this situation, and the rates of change of the indexes - indicators of the carried out anticarcinogenic actions yet do not correspond to the planned ones in the considerable number of regions of Russia.

Statistical data is the basis for development and assessment of results of anticarcinogenic actions.
